He was born in 1956 at the Aboriginal reserve in Ngowanjerindj (Gnowangerup), in the southwest of Western Australia on Noongar country. His mother was Ngadju and Wongi and his father was from the western desert, with family connections throughout central Australia. Nunngoorie was removed from his family and placed at Roelands Mission as a child. He went on to give evidence for the Bringing them Home Report detailing his treatment there.
